 Assume that you are ‘A, trying to access a website ‘C’. But for some reason your network ( Work/College/ISP ) blocks any network traffic that goes to destination C. So to overcome that you create a private/encrypted connection with a network B ( Any VPN provider networker ) and that network B will re-route your traffic to location C. So when you do a ‘what is my ip’ in your web browser it shows the IP of the network B since all your network traffic is routed via network B. But actually your IP which is assigned to you by your ISP will not change.
